The Alabama Open Records Act supports access to public writings, but it does not turn the court clerk's copy form into a sheriff request form. Active investigations, juvenile or youthful-offender material, victim details, and security information may be withheld or redacted.

A 2025 city meeting said Phenix City increased access to county-jail beds but did not publish the new number.

A first-party crash report costs $10, a third-party crash report costs $25, and certification adds $1. In-person requests require government photo ID and cash or check.
The Phenix City Police Department page confirms that city police records are separate from the county jail and state-court clerk. Keeping those roles apart prevents a booking record from being mistaken for a final court result.
Booking Logs and Recent Arrests
Russell County publishes a current-custody feed, not a dated daily arrest archive. An entry can roll out of current custody after release, and the inspected feed may lag. The official “Russell County Sheriff AL” app is published by OCV, LLC. Its manifest exposes In Custody Search, Most Wanted, Sex Offenders, Submit A Tip, office directory, news and emergency information, visitation, telephone, and commissary pages. The same core tools appear on the responsive RCSO website, so no arrest-record feature was verified as available only in the app. A tip form is for sending information, not requesting a record.

The iOS listing supports use of the app as an alternate path to office tools, but it does not replace a formal report request. Android users can verify the same official product through its Google Play listing.

Arrests Are Not Convictions

It does not prove that prosecutors filed the same charge, that the charge survived, or that a court found guilt. Charges may be declined, amended, dismissed, no-billed, resolved by acquittal, or decided on another basis. The latest court disposition is the key check.

Compare the arresting agency report, Russell County court docket, and final order. If one's own ALEA history lacks a disposition, use official proof from the clerk in ALEA's review or challenge process. A dismissal does not erase an agency's historical record by itself; eligible relief requires an order under Alabama's expungement law.
