Reading Russell County Case Dispositions
A disposition is the outcome of a charge. “Conviction” means a judgment of guilt after a plea or trial. “Acquittal” means a not-guilty result. A dismissal ends the charge without a conviction on it. “Nolle prosequi” records the prosecutor's choice not to continue that charge at that time. A grand-jury “no bill” means no indictment was returned, while a “true bill” means an indictment was returned.

How a Criminal Case Moves
A Russell County felony can touch both District and Circuit Court. An arrest or summons may lead to a complaint and initial hearing. District Court may hold the preliminary hearing. A grand jury then decides whether evidence supports an indictment, not whether the accused is guilty. An indicted case proceeds in Circuit Court through arraignment, motions, discovery, plea or trial, disposition, sentence, and possible review.

Russell County Court Archives and Copies
The clerk separates computerized cases after January 1, 2005, from older archive research. A computerized search costs $10. An archive search costs $25. The first 1 to 20 copy pages cost $5, followed by $0.50 per added page. Certification adds $5. Common form totals are $15 for a case after January 2005 and $30 for a case before that date.
Mail requests require a money order. In-person requests may be paid in cash. Personal checks are not accepted. Use a separate form for each request and give enough party or case facts to locate the matter. When the filing year is unknown, the clerk says to send the maximum amount and notes that an overpayment will be refunded. The clerk also warns that staffing fell below 55 percent, so mailed Russell County research may be delayed.
Phenix City Cases Stay Separate
Phenix City Municipal Court is on the second floor of the Public Safety Building at 1111 Broad Street. It can be reached at 334-448-2780 during its posted weekday hours of 8 a.m. to 5 p.m. Eastern Time. No public name-based municipal portal was found. Call or visit for a city citation, local misdemeanor, parking case, warrant, 48-hour hearing, bond, forfeiture, probation form, or appeal record.
A Phenix City case does not always mean a Russell County state-court file. The city crosses into Lee County, and venue depends on the event and filing. Confirm the originating agency, location, charge type, and court before ordering copies. When a municipal appeal goes to Russell Circuit Court, it starts there as a de novo matter rather than a simple review of the city record.
Case Record Access & Restrictions
The Alabama Open Records Act supports inspection and copying of public writings, and Ala. Code §36-12-41 addresses certified copies upon payment of lawful fees. Yet public access does not expose every field. Russell County courts protect juvenile and youthful-offender records, expunged or sealed files, full personal identifiers, qualifying victim details, and material restricted by another law or order.
